Costa Esuri is Ayamonte’s residential area on the slopes above the Guadiana, on the outskirts of the town, with views across the river to Portugal and the international bridge. It offers lower asking prices per square metre than the beach areas, larger homes than most of the coast, and the most complicated history of any part of Ayamonte.
It was planned as a new town and left unfinished when Spain’s property bubble burst. Today it is filling in again. Buyers who understand that story can find good value here; buyers who do not can be surprised by it.
A new town left unfinished
According to a September 2024 report in La Voz del Sur, the developer Fadesa presented Costa Esuri in 2003 as “the new Ayamonte”: more than 6,000 homes for around 16,000 residents, with two golf courses, shopping centres and a marina on the Guadiana (La Voz del Sur (opens in a new tab)).
The developer, by then Martinsa-Fadesa, entered insolvency proceedings in July 2008, and its liquidation phase opened in March 2015 (BOE (opens in a new tab)). The development was left unfinished: some complexes were completed and sold, others remained concrete shells for years, and the contrast is still visible in places (El Español, 2024 (opens in a new tab)).
Instead of 16,000 people, the national statistics office recorded 1,950 residents in the Costa Esuri population centre on 1 January 2025, the latest official figure (INE (opens in a new tab)).
What is changing now
Costa Esuri is being built again. In spring 2026, the regional press reported close to a thousand new homes under way in the area, mostly by smaller, newer developers, with a shortage of construction workers slowing some projects; the mayor linked the revival partly to people moving across the border from Vila Real de Santo António and Castro Marim (Huelva24, 2026 (opens in a new tab)).
Laguna Village Esuri is a proposed redevelopment of the unfinished commercial centre (Laguna Village (opens in a new tab)). Its advertised facilities should not yet be counted as existing local services.
Maintenance of the development is also moving. The conservation entity published a contract for road resurfacing and speed-hump modification worth €192,910.30 including VAT, scheduled for August and September 2026 (EUC Costa Esuri (opens in a new tab)); check whether it has been completed.
For a buyer, a neighbourhood that is filling in can gain services over time, but future services should not be treated as existing amenities or as a guarantee of higher property values. It also means building work nearby for some years.
What it costs
| Area | Asking price per m² | Change over 12 months | €300,000 buys about |
|---|---|---|---|
| Ayamonte Pueblo | €1,627 | +7.1% | 184 m² |
| Costa Esuri | €1,729 | +15.2% | 174 m² |
| Ayamonte, municipality | €2,065 | +6.1% | 145 m² |
| Isla Canela | €2,806 | +7.3% | 107 m² |
Comparing the same month, in July 2026 Costa Esuri’s asking-price index was about 18% below the Ayamonte municipal figure and 41% below Isla Canela. It also recorded the highest annual increase among the four Ayamonte district series published by idealista for July 2026, at 15.2%. Costa Esuri is cheaper than the beach areas, but not consistently cheaper than the town itself.
Homes here range from apartments in developments with communal pools to terraced and detached houses with gardens. As one example of new build, in September 2026 the official website of The Links advertised selected Costa Esuri homes from €337,000 (The Links (opens in a new tab)); confirm current availability, the specification and the full tax-inclusive cost with the developer.
A cost specific to Costa Esuri: the conservation entity
Every property owner in Costa Esuri is a member of the Entidad Urbanística de Conservación (EUC) Costa Esuri, which maintains the development’s roads, green areas and shared infrastructure, and must pay conservation charges according to the participation coefficient assigned to each property (EUC Costa Esuri (opens in a new tab)). As checked in September 2026, the EUC publishes indicative charges of €120 to €400 a year, billed twice a year in June and December (EUC, transparency (opens in a new tab)).
This is separate from any community fee of your own building or development. As an example, a Vista Esuri apartment listing checked in September 2026 advertised community fees of €85 a month (listing (opens in a new tab)); that is a single advertised figure, and the EUC charge must be checked separately.
According to the EUC, when the original developer left the project unfinished, the town council executed the guarantees it had provided and became responsible for completing the pending works.
Before buying, ask the seller for the latest EUC receipts, confirm there are no debts to either the EUC or the community of owners, and ask for the actual annual charge for the specific property.
Golf and the river
Isla Canela Links, an 18-hole course, lies at Costa Esuri on the banks of the Guadiana (Ayamonte Turismo (opens in a new tab); Isla Canela Links (opens in a new tab)), and hosted a round of the Challenge de España in 2026 (Isla Canela (opens in a new tab)). The area looks over the river towards Portugal, and it has access to the A-49 motorway, which connects with Portugal’s A-22.
Living there all year
Local services. Costa Esuri already has local shops and places to eat, including a Covirán supermarket on calle Miguel de Unamuno (Covirán (opens in a new tab)), and the EUC describes a pharmacy and restaurants at Las Lomas de Esuri. Check walking distances and opening hours from the specific property. For schools, health care and most other services, residents rely on the town of Ayamonte.
Transport. Ayamonte’s September 2026 bulletin lists a bus service linking Costa Esuri with Ayamonte: departures at 10:00, 13:45, 16:00 and 18:15 on weekdays and at 10:00 and 13:15 on Saturdays, with no Sunday service listed; the 16:00 weekday service runs from Costa Esuri towards Ayamonte rather than completing the circular route (Ayuntamiento de Ayamonte (opens in a new tab)). For everyday journeys, plan on a car.
The beach is a drive away. The Atlantic beaches are on the other side of the town. If the beach is the reason you are buying, Isla Canela or Punta del Moral will suit you better.
Who lives here. Costa Esuri has a registered resident population, but the available evidence does not establish what proportion of its homes are occupied throughout the year.
Before you buy
In a development with a history like this, the usual checks matter even more:
- Ask an independent lawyer to verify the property’s lawful occupation documentation, whether an applicable occupancy licence or a valid declaración responsable, together with its planning and registration status.
- Check for debts to both the community of owners and the EUC.
- If you are buying new, check the building licence, the bank guarantee or insurance covering your payments, and the completion date in the contract.
- Check the specific plot against Spain’s official flood mapping (SNCZI), and ask your adviser about any applicable planning restrictions.
- Visit the surrounding plots, not just the property: find out what is planned next door.
If you plan to let the property
Registration in the Andalusian tourism register alone does not make a home a legal holiday rental. Planning compatibility must also be checked, and since 3 April 2025 starting a new holiday let in a building with an owners’ association generally requires the association’s express approval. Have an independent adviser check all three before counting on rental income.
Who Costa Esuri suits
Costa Esuri suits buyers who want more space than the beach areas offer for their budget, a house or a large apartment with a garden, views over the Guadiana, golf nearby and quick access to the motorway, and who are happy to buy into a neighbourhood that is still being completed.
If you want the beach on your doorstep, look at Isla Canela or Punta del Moral; for services within walking distance and more frequent buses, the town is the natural choice.
